Tenant participation and service user involvement
Achieving the Welsh Housing Quality Standard
Client: DEVCO (Development and Maintenance Consortium, including Cynon Taf, Hafod, Rhondda and Merthyr Housing Associations)
Tenant Empowerment Grant project with the DEVCO tenant and staff WHQS working group, to gather tenants' views on their priorities for the WHQS, how it will be delivered, and tenants' preferences for involvement in planning and monitoring the progress of work. The outputs of the project informed the revision of the organisation's strategy for achieving WHQS and for tenant involvement in the process.
Output: report and action plan (2009).
Client: Caerphilly County Borough Council
Assisting the Council with recruiting a Tenant Advisory Panel and independent Chair to assess the options available for funding the repair and improvement of the housing stock in accordance with the Welsh Housing Quality Standard, and to present their findings to the Council. Carrying out a subsequent evaluation of the process through discussions with tenant members, the chair and relevant Council officers.

Carrying out a series of focus groups with tenants in Heads of the Valleys authorities to gather their views on information that tenants want to know during options appraisals processes and beyond to ballot, retention or transfer of the housing stock, and subsequent activities to repair and improve the stock in accordance with WHQS. Developing a template of information required, together with guidance for local authorities.

Reviewing and researching information provided to tenants across the UK, during stock options appraisals processes and beyond to ballot, retention or transfer of the housing stock and subsequent activities to repair and improve the stock in accordance with WHQS, to identify positive practice in providing information to tenants.
